Usenet is a very old and widely used forum. It is spontaneous, even slightly anarchic. Holt, 2004 p.7 speaks of "an almost obsessive resistence to authority" in the Internet as a whole. That is certainly true of Usenet. Everyone who is connected, can use it.

On Usenet the public discusses a big amount of subjects. It delivers a possibility for the (local) government to know what moves the public.
On the moment (2004) Usenet is a mess, but there is a way to stimulate the discussions to organize themselves.
If the discussions are more 北京翻译公司 distinct, government can use Usenet to discuss with the public. In my (AvM) vision, the government participates in that discussion, not from a formal higher level, as governing government, but on the same formal level as the other posters.
It is a good alternative for the "Democracy Buttom" on governement sites (Clift, 2003, p. 159)

In my (AvM) vision governments have the create a certain distance between the decision procedures and the general Usenet public. 分水器This distance is formed by a kind of Ombudsman, a proactive Ombudsman. He is active on Usenet. He collects opinions there and delivers them on the points where they can influence the decisions. He also distributes his opinions on certain subjects on Usenet. But Usenet is an existing and broad forum. Other participants of Usenet have their own agenda, and their own objectives. A ruling government has no admission. If others will follow the government in his agenda and objectives, it is a present from them: they give the government attention. By way of the proactive Ombudsman, the government follows, without binding his hands, without regulating the discussion.

So, you can still qualify the system as 'direct representation'.
