- what are best practices regarding translating and making available the translated version of documents, where there is a large minority language community?
- when should documents be translated into very locally minor languages? e.g. a building project that primarily affects an ethnically- Korean neighbourhood, even where there are few Koreans in the constituency as a whole
- do user interfaces, not just documents, require translation as well?
