Are Norman and Jill focussing on the campaigning site of the vote system? Is the use of the word 'education' than appropriate? In my opinion, education is directed to the general voters behaviour, giving answers on questions as how do you vote, why do you vote, how to collect the relevant information.

I need to check in with Norman. I've been involved with online candidate debates from a non-profit perspective. While I expect governments to do more than provide facts on elections, getting into candidate q and a is something we tend to see on media sites not government. They key is to document real government examples.
