--- This is a great brainstorm result. As an next stept we should distinguish a bit between features, techniques, software, and strategies. I would offer to be lead editor for the area of Online Consultations. I see this topic as a larger strategy, therefore I would include the following items:
- Online Consultation Systems.
- Online Forums - Web Forum
- Online Forums - E-mail Lists
- E-Consultation Tools Suite
- Online Citizen Survey Tools and Panels
- Online Community News - Citizen-based
- E-Consultation Tools Suite

SMS-Texting email discussion

I have some thoughts on the SMS-Texting email discussion On December 15, Steven Clift wrote: "I aware of the Text the President service in the Philippines: http://www.op.gov.ph/txtgma.asp ... This example or something similar would make an interesting case study."
On that note, there are some interesting things going on in Indonesia re SMS. I don't think anyone has yet mentioned SPRED, but apologies if I'm covering old ground.
On http://www.intouch.co.id/spred.htm, they summarise SPRED (SMS Program for Retrieving Election Data) as a service presenting current updates on results of early counts of electoral votes. It was first used for the Indonesian General Election in as a nation-wide service provided free of charge to all GSM users in Indonesia.
