This is actually an e-government case not an e-democracy case. It's about administration and its transparency. Feedback is controlled, not open ended as in "democracy" applications. It's really not very different from any other customer service situation.
There is some political leadership required in the drill down function, visavis role of the Deputy Mayor, but, in that role they act as the public's representative to the administration, not as the public's representative to the pubic. That seems to be the definition of government as opposed to democracy.
