For instance, they could settle the level of taxes, while beeing aware of the incomes and costs of their community. So at the end of the day they could check, how they have influenced the inflation and balance of payments in the long run. By the same token lots of other issues can be tested.
A Sims game with civics as the lesson would be perfect for this.
