Public Sector Webcasts can be provided live, archived or both.
Live webcasts can be viewed as the actual events are taking place. This can have a stong effect on people's perception of the transparency of formal processes.
Live-streamed webcasts, can only be viewed as they are taking place.
In order to provide access to a webcast at a time chosen by the viewer, the video must be archived for viewing on-demand.
Live streamed video is delivered in a format that remains synchronised with the events being watched, sacrificing quality, if necessary.
Video-on-demand is delivered in a format that enables the viewer to begin watching as soon as sufficient data is downloaded. It does not require the entire file to be downloaded before viewing can begin.

Producing live webcasts is cheaper and easier than delivering video-on-demand as no storage is required.
