There are potential uses of Internet-based two-way video and audio for public participation.

Online meeting or webconferencing tools, many which often have a per seat license fee and require downloaded software, go well beyond usual webcasting requirements. However, one could imagine the ability to testify via Internet-based video conferencing as a second generation Enhanced Webcasting feature.

The general use of video conferencing is also of interest. In the past, high quality video conferencing required direct ISDN or satellite connections. With the increases in Internet bandwidth, all IP (Internet Protocol) based options for fuller motion video become viable.
