Shaping the future public sector: scenarios and roadmap for eGovernment research towards innovative and modern Governments 2020.

eGovernment has become an important research domain to contribute to the establishment of the future European knowledge society. Currently, many activities are being revised to define the next actions in Governments towards modern public agencies. In most cases, these activities are short to mid-term oriented. eGovRTD2020 is a project co-funded by the European Commission under the 6th framework programme of IST, which addresses the views beyond the next 5 – 7 years. Its vision is to transform the EC Government landscape into a coherent community, which anticipates customer needs and leverages the potential of the diversity and innovativeness of public agencies. With the identification and recommendation of key research areas in the next future, eGovRTD2020 shall contribute to the development of the EC becoming the world leading knowledge society.

The approach is to identify and characterize the key research challenges, required constituency, and possible implementation models for holistic and dynamic governments in 2020 and beyond. A review of the current status of eGovernment research shall be given before a series of regional scenario-building workshops in which government, academic, and other participants will collaborate to describe possible futures will take place. Subsequently, a gap analysis will assess the differences between today and possible future scenarios for eGovernment research. On this basis, a detailed research roadmap for the transformation process will be developed within further targeted workshops. The roadmap shall address emerging technical, organisational, social, economic, and political research alike.

The final outcome of the project shall be a book
- that summarizes the current state of play in eGovernment research,
- that describes potential future scenarios of governments and society 2020, and
- that defines a roadmap of research in eGovernment for the periods to come in order to reach potential eGovernment scenarios by 2020.

Within the workpackage 2 of eGovRTD2020, a series of workshops is currently being planned to gather future scenarios of governments 2020. Among others, workshops are planned for

• 20 – 22 April 2006 along with the eastern European eGov Days in Prague, CZ
• 22 – 24 May 2006 along with the DG.O 2006 conference in San Diego, USA
• 5 – 7 June 2006 along with the Bled Conference, SI

A series of local workshops will be organised in different places in Europe in the period of April till June 2006. The eGovRTD2020 consortium invites you to announce your interest in participating in such workshops. Please send your expression of interest to egovrtd2020@uni-koblenz.de. We will keep you informed on the workshops.

Overall objectives of the project

The eGovRTD2020 is a global roadmapping project sponsored by the European Union 6th Framework research program. It aims to identify and characterize the key research challenges, required constituency, and possible implementation models for holistic and dynamic governments in 2020 and beyond. A review of the current status of e-government research shall be given before a series of regional scenario-building workshops in which government, academic, and other participants will collaborate to describe possible futures will take place. After that a gap analysis will assess the differences between today and possible future outlooks for e-government research, and on that base a detailed research roadmap for the transformation process will be developed. It shall address emerging social, economic, and political trends.

Specific Objectives

The overall aim of eGovRTD2020 can be detailed into the following specific objectives:

a. Consolidation of paradigms, establishing a clear baseline and wide consensus on concepts and terminology for eGovernment research in the next 15 years and beyond

b. Plan the integration of multidisciplinary views into a holistic vision for eGovernment RTD 2020

c. Dealing with the gaps, uncertainties and potential unwanted future scenarios

d. Building scenarios of how eGovernment should look like in about 15 years and what research questions need to be addressed to get there
